Abstract: The establishment of a “comprehensive Eurasian partnership” is a key move in Russia’s efforts to work with China in sparking the rise of Eurasia, restructuring regional hierarchy, and deepening Sino-Russian cooperation. A “comprehensive Eurasian partnership” not only meshes with historical development trends and the current zeitgeist while greatly promoting the integration of Eurasia and effectively promoting south-south cooperation and north-south dialogue, but also provides a historical opportunity for Chinese development. The partnership broadens China’s strategic horizons by solving bottleneck problems created by the establishment of One Belt One Road and raises both China’s image and standing as a world power. A “comprehensive Eurasian partnership” also increases expectations for Sino-Russian mutual trust and strategic cooperation. From the perspective of Chinese-Russian strategic needs, strategic orientation, and regional development trends, a “comprehensive Eurasian partnership” will reflect the needs of developing countries with respect to objectives, principles, and implementation plans. At the same time, it will establish a new type of diplomatic relationship guided and characterized by mutual security, mutual development, and mutual benefit.
